How AI Helps Liberland in Diplomacy In his speech, President Jedlička talked about several ways AI is being used in Liberland’s diplomacy: Improving Communication AI tools help Liberland’s diplomats respond quickly to questions from other countries and stay updated on world events. This technology makes it easier to build relationships with people and governments worldwide. Smarter Decision-Making AI helps Liberland predict the results of its diplomatic actions by running simulations. This means the government can plan better and avoid problems before they happen. Faster Work Processes By automating simple tasks like scheduling meetings or writing drafts of official letters, AI allows Liberland’s diplomats to focus on important decisions Robots in Diplomacy President Jedlička also talked about how robots could be used in Liberland’s diplomacy: Virtual Ambassadors: AI-powered avatars could represent Liberland in meetings and discussions worldwide, even when a Liberland diplomat cannot be there in person. Robotic Embassies: Liberland plans to use robots to create “smart embassies” that can provide services and answer questions 24/7, making it easier for people to interact with the country. AI-Enhanced Courts In addition, Courts will greatly benefit from AI in the near future and focus was given to new models which attempt to use AI to remove bias from judicial decision-making. A group of Liberlanders have come together to launch a cubesat programme, aiming to kickstart a space programme that is not hindered by red tape, and open to all. 13 November 2024, Jefferson Square, Liberland; The Free Republic of Liberland has officially launched its ambitious space programme today, positioning the nation at the forefront of technological advancement and global collaboration. Initiated by Samuela Davidova, Liberland’s Spokesperson, and endorsed by President Vít Jedlička, this forward-thinking initiative is designed to break down bureaucratic barriers and promote decentralized space exploration. With Rod Mamin, the newly appointed Adviser to the Liberland President for the Space Programme and founder of LunCo, leading the way, the programme aims to encourage global partnerships and drive innovation in space, opening up new opportunities for progress and freedom. At the heart of this mission is the ambition to create an open-source, collaborative space programme that aligns with Liberland's core values of individual freedom, transparency, and minimal government interference. Liberland nominated for prestigious Free City Pioneer Award
Prague, 1 November 2024 — Liberland was nominated for the prestigious Free City Pioneer Award at the Liberty in Our Lifetime conference in Prague. This nomination celebrates our President's efforts to build up Liberland, a self-governing nation-state on the border of Croatia, which is based on economic freedom and individual responsibility. Call to action: Write the Croatian Embassy in support of Liberland and earn Liberland merits (LLM) Since 6 August 2023 we have had access to the territory of Liberland and have maintained a presence on the land itself. Since that time, Liberland settlers have faced numerous challenges in establishing a robust settlement. The biggest challenge comes from the actions of Croatian Border Police under Croatia's Ministry of the Interior and Hrvatske Šume, the state-owned forest authority corporation under Croatia’s Ministry of Agriculture. While Croatia has the rightful authority to control its external border with Liberland, its treatment of visitors and settlers has been heavy-handed in an attempt to discourage the Liberland community. Hrvatske Šume, accompanied by the police, has destroyed structures built by the community and seized vehicles, bicycles, equipment, supplies, and personal belongings. Naturally, we’ve filed actions against Hrvatske Šume in Croatian courts; however the prosecutor and the court in Osijek-Baranja county declared that they have no legal competence in an area outside of Croatia’s jurisdiction. While we have won several petty cases brought against members of our community by police and inspectors precisely because of their lack of legal jurisdiction, the harassment still continues. Apparently the Croatian authorities can get away with what they are doing because it is not Croatia. In addition to the attacks on the settlements, Croatian Border Police and local police have been constantly harassing visitors to the area and treating them as if they are guilty of something. Non-EU and non-Schengen citizens get banned from Croatia simply for wanting to visit Liberland. Officers have also begun imposing overly strict technical inspections of vehicles driven by members of the Liberland community. This is clearly targeted and discriminatory harassment. Perhaps this is because they believe – quite incorrectly – that Liberland might undermine Croatia's position in the larger border dispute. Croatia has chosen to create a very hostile environment here for travellers and tourists, particularly for those visitors from outside the EU or Schengen Area. With your help, we can change that. In fact, the Liberland community can bring jobs and investment to an area of Croatia that has seen a mass exodus of people over the past few decades. After all, Liberland has a truly unique selling point—it can bring something to the region that Croatia cannot. This is tremendous opportunity and we hope our Croatian friends will realize this sooner or later - and we hope they will work together with us. It will help Liberland greatly if we all take action right now. The harsh treatment of these people makes Croatia seem like an unfriendly place for visitors. Many visitors to the area – especially non-EU or non-EEA citizens who enter Croatia legally – are being harassed, arrested or banned from Croatia and get a travel alert attached to their personal documents, thereby complicating their travel to other countries. The police also take the plates of visitors' cars and force the owners to undergo overly strict technical inspections. These people commit no crime other than wishing to visit the area. Scaring away tourists, mistreating people in Gornja Siga, taking their property, and depriving them of their right to travel does not lend a favourable image to Croatia from the outside. Regardless of the outcome of the larger border dispute, this is a community that deserves fair and just treatment. I urge you to find peaceful solutions to this matter. I hope that Croatia will take seriously its international obligations with regards to human rights as a state party to the International Covenant on Civil and Political Rights (ICCPR), as well as its obligations as a Member State of the European Union to uphold the Charter of Fundamental Rights. The Liberland community of Gornja Siga has considerable money to spend in the local economy in Osijek-Baranja County and this will only grow as more interested people come to visit. If you encourage rather than demoralize this community, it can become the biggest opportunity that Croatia has to bring investment, jobs and tourism to an economically stagnant region. With your cooperation, these opportunities can be developed together. Sincerely, [YOUR NAME] Sample Letter 2: Embassy of the Republic of Croatia Your Excellency: Since 6 August 2023, we have had access to our territory of Gornja Siga (also known as Liberland) and have since maintained a permanent presence there with settlers and visitors. Our settlers have successfully overcome many challenges. Despite adverse conditions such as the harsh winter, Danube flooding, mosquitoes, and the difficult transport of building materials and supplies, we have managed to establish the first buildings in the area of Liberland. The greatest difficulties we face involve reaching a lawful consensus with local authorities, particularly the border police and the organization "Hrvatske Šume" (the state forestry authority of the Ministry of Agriculture). Croatia has the legitimate authority to protect and control its external borders with Liberland. We respect and appreciate this, but we must unfortunately point out that punitive actions taken are often disproportionate and not always compliant with Schengen regulations. Our settlers and visitors, especially from non-Schengen/non-EU countries, are frequently harassed and even declared "persona non grata" within Croatian territory, despite holding valid Schengen visas. This treatment stems from the assumption that our foreign guests have criminal intentions by visiting Liberland. We view this as a blatant violation of EU/Schengen law, as they possess a proper visa or status. Liberlanders, visitors and foreign tourists from the EU are continuously harassed at official border crossings from Serbia to Croatia or when attempting to access the territory in Liberland. Vehicles are subjected to overly stringent technical inspections, and even minor deficiencies result in unreasonable penalties.  Another serious issue arises with the state forestry organization "Hrvatske Šume." Since September 2023, employees have unlawfully destroyed buildings erected by settlers in Gornja Siga and stolen building materials, electronic hardware, Starlink antennae, vehicles, bicycles, food, supplies and personal property. These criminal acts were assisted by local border police. This behaviour repeated itself during the construction of a medical clinic on our territory, supported by the international organization "Flame of Peace" under the family of Sandor and Margarete von Habsburg as the first permanent structure in Liberland. Heavy machinery destroyed the foundation. In total, materials worth over 100 000 euros were stolen under the oversight of the Croatian police. For these unlawful criminal attacks, there were neither written orders nor commands from the Croatian public prosecutor's office. It is suspected that the forestry authority uses Gornja Siga as a hunting ground for domestic and foreign hunters for foreign currency, which has repeatedly been cited as a reason for local police preventing our settlers or visitors from entering our territory under the pretext of "security reasons." We have filed cases against "Hrvatske Šume" in Croatian courts. However, these were dismissed by the public prosecutor and the court in the Osijek-Baranja County, citing that the area of "Gornja Siga" (Liberland) lies outside Croatian jurisdiction. That would indicate Hrvatske Šume has no business being there, since their mandate covers the forests of Croatia and not others. We seek to establish good neighbourly relations with Croatia and Osijek-Baranja County. Our goal is to promote this region and strengthen it economically and touristically through investments. We thank the border authorities for protecting the area and we accept Croatian laws within the framework of EU accession and the Schengen Zone. We hope that this hostile environment for our settlers, visitors, and tourists will be eliminated, fostering a coexistence based on mutual trust and in accordance with Schengen regulations. I am interested in visiting the area as well as other parts of Croatia; however I’m concerned about reports that Croatian police have orders to treat people who come there in a very unfriendly and unjust manner. It appears there is an ongoing campaign of discrimination by Croatian police against people who want to visit the area and go hiking or biking. For example, there are reports that those who visit the Osijek-Baranja region are getting banned from Croatia for 90 days if they are legally in Croatia, but not a citizen of the EU or a Schengen Zone country. Is this true and if so, why is this happening? Surely it is not in Croatia’s interests to treat tourists like this. This seems to be a violation of the common visa policy and contradicts the rules that apply to Schengen Zone member countries. Unfortunately, the threat of such treatment makes me reluctant to want to travel to Croatia. President Jedlička accepts Global Excellence in Leadership Award in UK Parliament
LONDON – On October 10, President Jedlička attended the “Global Excellence in Leadership Summit and Awards GELSA 2024” held in the UK Parliament at the Palace of Westminster in London, where he was presented with the Global Excellence in Leadership Award. The session was chaired by the Honourable Mr. Gareth Bacon, Member of the UK Parliament for Orpington and Shadow Minister for Justice and for Business and Trade, as well as Shadow Minister for London. President Jedlička was presented with the Global Excellence in Leadership Award and delivered a brief speech to the attendees of the event. The Case of Hringur’s Finger, Part II
We want to give you a short update about Hringur's Finger case and our struggle against injustice. Earlier this year, we told you the curious saga of Hringur’s finger. Hringur, a settler in Liberland, gave the middle finger to a tree. But not just any tree. This tree had an inconspicuous green camera on it, one of many installed illegally by Hrvatske Šume, the Croatian Forestry Service. Why illegally? Because the Šume has no jurisdiction in Liberland. We know these tree cameras belong to Hrvatske Šume. But, as luck would have it, at that particular moment, the camera was being monitored by a Croatian Border Police officer. The officer, apparently taking it personally, decided that Hringur’s little gesture wasn’t aimed at the Forestry Service but was instead a direct insult to the Border Police. How dare he? Hringur was apprehended within minutes of flipping off the camera. The case was rushed to court, which—unlike with other cases—immediately sprang into action, scheduling a hearing the very same day. Hringur’s attorney bought some time by requesting a Danish translator, and the hearing was postponed until the next day. Even with the slight delay, it wasn’t easy to find Hringur a lawyer, but we managed. Hringur also received a preliminary injunction banning him from entering Liberland. Apparently, extending his middle finger was such a serious offence that the court’s translation even claimed it was a “delict against the basis of civilisation” (which probably meant something closer to “bad behaviour” in plain English). The initial fine? A modest EUR 650, suggesting this was no mere slap on the wrist. But wait, there’s more! Hringur lost the case, and—because why not—the fine was increased to a whopping EUR 3000. Naturally, we appealed... and lost. Let’s recap the absurdity: The Croatian Forestry Service has no jurisdiction over Siga and thus no business being there. The Croatian police has no business being there either. Even if we generously accept Croatian legal overreach (constituting a de facto invasion of a foreign territory, but hey, nobody’s perfect), the Border Police only have jurisdiction to protect the Schengen borders, not to ponder every little gesture made at a tree camera. Hringur had no idea a police officer was watching. In short: There’s no proof Hringur intended to insult the police. In fact, it’s clear he didn’t. His middle finger was meant for the Forestry Service. Hringur had way more reasons to dislike the Forestry Service than the police (namely, for stealing and/or destroying  a lot of our stuff). Now, let’s get to the legal part. Some minor offences can be prosecuted for negligence—like when someone fails to act as a “reasonable” person would. But this isn’t one of those cases. When it comes to insults, intent matters.  Picture this: A foreigner, unfamiliar with Croatian customs, comes along, and, in his culture, the middle finger is a gesture of praise—“You’re number one!” If he showed it to the police, would he be guilty? Of course not! Why? Because the intent to insult is missing.  It’s the same for Hringur. His target wasn’t the police but the Šume. His intent was simply to vent, but had it been to insult, it would clearly have been to insult Šume. The intent matters; the intent is missing, and this should have been dismissed on the point of the missing intent alone. Even if we ignore this crucial fact, let’s pretend we live in a world where people are guilty of insulting without intent (which banana republic is this again?).  Would Hringur have known that a police officer was sneakily watching him through a Forestry Service camera? No, of course not! What kind of dystopian state would expect citizens to assume there’s a policeman behind every camera, lurking in every shadow?  This would strip away legal certainty and personal freedom, turning people into fearful subjects of an all-seeing Big Brother state—something that might have flown during Tito’s Yugoslavia, but that ended over 30 years ago. So even a “reasonable” person would not be expected to know not to do what Hringur had done. Even the hypothetical and unreal “insult by negligence” would not have been provable before a court of law. But apparently, none of this mattered to the courts of the Republic of Croatia. But wait, there’s more! After the first verdict, both the Court and the Public Prosecutor’s office confirmed that there is no civil or criminal jurisdiction—misdemeanours included—over Gornja Siga, where Hringur was standing when he made his fateful gesture.  The only connection to Croatia was that the Forestry Service happened to be spying from across the border. However, none of this jurisdiction business and the fact that the deed happened outside of Croatia mattered in the slightest, and the verdict was confirmed guilty, and the final fine was 3000 euros. We’re now taking this to the Constitutional Court because we won’t let this travesty of justice go unanswered. If there’s a “crime against the very basis of civil society”, it wasn’t Hringur’s middle finger. It was the farce of a legal process that followed. And we will defend the rule of law in Croatia—even against the very Croatian state organs that should be upholding it. We have a well-prepared case built on over a hundred incidents involving people guilty of nothing more than daring to dream of building something beautiful in Gornja Siga—a land explicitly rejected by both Croatia and Serbia. Over ten people from non-EU countries have been banned, along with no less than five EU citizens. The police made use of provisions reserved for the most dangerous criminals, applying them to innocent people and stripping them of any meaningful appeal. We are now taking these cases to the EU authorities themselves. The Hringur case should have made this clear, but when you consider the other violations, it becomes obvious: Liberlanders are facing a systematic campaign of defamation and denial of basic rights. This shouldn’t be happening in 21st-century Europe. We will make sure it stops and that justice is finally served. Stay tuned for more!

I am deeply honoured to receive this Mahatma Gandhi award. Today, we celebrate the legacy of Mahatma Gandhi, a global symbol of truth, nonviolence, and freedom. Gandhi's message transcends borders, and his commitment to peaceful resistance inspires nations like ours — Liberland — founded on the principles of liberty, fairness and voluntary cooperation. Removing violence from relation between citizen and his country is the essential mission of Liberland. A society based on voluntary contributions rather than forced taxation is our goal as next evolutionary step for mankind. Gandhi’s philosophy of Satyagraha, or the pursuit of truth, resonates with our mission to create a society free from oppression. His words, "You must be the change you wish to see in the world," remind us that real transformation starts within ourselves. One Year After the First Raid: Liberland Stands Strong!
It’s hard to believe it’s been a year since the infamous Raid of 21st September. The Provisional Government of Liberland has, therefore, declared 21st September as an official day of remembrance. Time sure flies when you're busy holding your ground! Since then, the Permanent Settlement of Liberland has not just survived but thrived. Some days, we’re conquering big goals, other days we’re preparing for the future—but we’re always moving forward. A Look Back at the Raid Ah, the good ol’ days, before the border police and Hrvatske Šume, d.o.o. (think: Croatia’s Forestry Company, but with more questionable behaviour) barged in. Our community was thriving, and life was good. That is, until they showed up, pretending to “clean the forest floor” while they looted us! Vehicles, appliances, Starlink terminals, solar panels, even generators—gone! They even dismantled entire houses, like some kind of “extreme decluttering” mission. Silence is Golden? Not So Fast! Since that raid, we’ve heard crickets from the authorities on their so-called “forest floor cleaning.” Funny how that excuse didn’t stick. We tried to report their—let’s call it what it is—theft. The result? A full year of silence. Then, finally, a letter! Not just any letter, but a masterpiece of state-run avoidance from the State Attorney in Osijek. Here’s the gist of it:   The State Attorney said they couldn’t handle the case because it’s outside their territorial jurisdiction. (Thanks, Captain Obvious!) They couldn’t pass it on to any other state attorney in Croatia.   And they sure couldn’t give it to a foreign attorney. So, we’re left in legal limbo. But in a weird way, this letter admitted that Liberland is not part of Croatia or any other country (Serbia included). It’s like Croatia’s way of unofficially confirming our independence—and we’re not complaining! Big Plans for the Fall Rest assured, we have big things in the works. We’re committed to working out our differences with Croatia and finding an amicable solution—without ever compromising our position. We're pushing forward to restore what we had before 21st September, and we plan to go even further. The Permanent Settlement, which officially opened on 6th August 2023, has survived everything thrown at it—and we’re ready to thrive! Liberland just wrapped up Liberpulco, an international freedom festival in cooperation with Anarchapulco, the famous freedom gathering that happens every February in Acapulco, Mexico. The event took place in Apatin on the Danube River, in and around the new nation of Liberland. Liberland’s Ark Village, located in nearby Apatin, Serbia, serves as the base for bringing Liberland and Anarchapulco fans together for several days of fun, food and freedom and resulting in several new Liberland e-residents, citizens and settlers. Based on the success of the event, the organizers decided to have Liberpulco as a regular event every September here. The Ark was the perfect setting for free thinkers to gather and get a taste of the liberty Liberland is building in the Balkans. Now lovers of freedom can look forward to new installments of the successful festival every September, while the weather is still beautiful and perfect for sailing the Danube or cycling or hiking in Liberland.  Speakers from the Liberland and Anarchapulco communities addressed attendees. Speakers and VIP guests included Liberland President Vit Jedlicka, Anarchapulco founder Jeff Berwick, HIRH Sandor Hapsburg-Lothringen, United Nations Correspondents Association Vienna Chief Abdalla Sharief, former EU Commissioner John Dali, former Croatian Member of Parliament Ivan Pernar, and several other experts on health, wellness and personal and financial freedom. Side events consisted of interactive workshops to stimulate personal growth and how to find freedom in an increasingly unfree world. Festivalgoers enjoyed local Serbian food as well as musical acts and DJs and many took part in the Sunday boat trip to Liberland on the Danube or on the land trip on bikes via Croatia. Liberpulco attendees celebrated President Vit Jedlicka’s 41st birthday as well as his engagement to the First Lady-to-be Jana. Also in attendance were the Liberland cabinet and several representatives from around the world, including the UK, Germany, the Netherlands, South Africa, Mexico, Norway, Belize, United States, Russia and Australia. Several attendees remained to visit or settle Liberland itself and earn the benefits of Liberland citizenship.  The event outperformed expectations and the attendance was roughly 80% greater than expected. The respective teams decided to start planning for next year’s installment in September 2025. We wish to address several inaccuracies and misleading statements recently published regarding Liberland and its founder, Vít Jedlička, in the 1 September article by Filip Pavić. We respectfully request corrections to be issued in accordance with Zakon o medijima u R Hrvatskoj; Narodne novine br. 59/2004, 84/2011, 81/2013, 114/2022. Who is Vít Jedlička? Vít Jedlička is not an anarchist like the article erroneously states — he’s actually a statesman and entrepreneur, and he has founded Liberland, a brand new country. Anarchists are not known for starting new nations. Mr. Jedlička’s awards for his peace and humanitarian work from the Gusi Peace Prize and the Humanitarian Focus Foundation at the UN in New York - as well as his solid background in politics and business - show that he’s a builder, not a disruptor. Allegations of Support from Serbia Claims that Serbia backs Liberland or Vit Jedlička are completely false. Liberland gets no financial, political, or any other type of support from Serbia. We’re ready to be fully transparent about this so anyone can check for themselves - our books are open to the journalists from Jutarnji List or officials of Croatia who might show legitimate interest in correcting their mistaken positions. There are absolutely no connections, arrangements or deals with the Serbian government. Making false statements of this nature is not just wrong—these statements are defamatory and may be subject to legal action. Status of the Land in Question Gornja Siga is not part of Croatia’s forest management land. According to multiple statements from the Croatian Ministry of Foreign Affairs, Croatia’s official position is that the border with Serbia is defined by historical cadastral borders, not the Danube’s main channel (thalweg). The Croatian Constitution and laws support this position, clearly defining Croatian territory and Gornja Siga not being a part of it. This is reflected in official Croatian and European cadastral maps confirming that Gornja Siga is not Croatian land. As a result, the Ministry of Agriculture cannot allocate land in Gornja Siga to Hrvatske Šume d.o.o., a state-owned company whose authority is strictly limited to managing forests within Croatia, as defined by the Law on Forestry. According to official documents from the Ministry of Agriculture and Hrvatske Šume, you will see that Gornja Siga is not listed under the “Zmajevac Danube Forests” or any other forest under Croatian management. Claiming otherwise would be akin to Croatia attempting to administer a forest in another country, like Austria. If we may refer to Hrvatske Šume’s own website, it shows Gornja Siga as outside of the unit named “ZMAJEVAČKE PODUNAVSKE ŠUME” and also outside of Croatian territory: https://webgis.hrsume.hr/arcgis/apps/webappviewer/index.html?id=8bb3e1d6b80d49ad9e0193f8b62380e2 The green line outlines the Šume unit; the red line indicates state borders. If we were to accept Croatia’s narrative, it would mean that Croatian entities, like Hrvatske Šume d.o.o., have unlawfully entered territory that Croatia claims either belongs to Serbia or is - at best - reserved for future international dispute resolution. In both cases, this suggests unauthorized encroachment on land that Croatia does not own. If we go by Croatia’s own official stance—that the dispute should end in the land belonging to Serbia, ergo the land is Serbia — it would essentially amount to an invasion of Serbia. As per the Liberland position, this is an unwarranted and unprovoked aggression into its territory. It is our position that the activities of Hrvatske Šume d.o.o. - and by extension, the Ministry of Agriculture - violate the Constitution of the Republic of Croatia; according to Article 7, even Croatian armed forces may only cross borders pursuant to approval by the Croatian Parliament and with the prior approval of the President. According to Article 8 of the Constitution, the borders of the Republic of Croatia may be altered solely by a decision of the Croatian Parliament, and to date, the Parliament has made no such decision to include the area of Gornja Siga inside its borders. It should be noted that Gornja Siga was never part of Croatia during the time of the Socialist Federal Republic of Yugoslavia. Also, in the late 1990s, when the area of eastern Slavonia was integrated into the Republic of Croatia following the operations of the United Nations Transitional Administration in Eastern Slavonia, Baranja and Western Sirmium (UNTAES) administrative zone, Gornja Siga was decidedly not included in it. As such, the activities of Hrvatske Šume d.o.o. in Gornja Siga are clear and quite serious violations of international law, a point that the Ministry cited in the article seems to acknowledge publicly. Liberland, which strictly follows the rules of Public International Law, is actively pursuing legal action against this encroachment in Croatian courts and, where possible, in international forums. We will pursue all available avenues until these illegal actions are stopped. On the So-Called “Cleaning” of the Forest Floor We need to clarify the claim that there have been “garbage cleaning operations” in Gornja Siga. As outlined earlier, these operations are illegal because Gornja Siga is not Croatian territory. It is crucial to understand what these operations actually entailed. On 21 September 2023, an entire functioning settlement was forcibly demolished, which included a fully equipped kitchen, working power generators, solar panels, and a Starlink terminal. Vehicles were also taken away as “garbage,” along with personal belongings of people residing there. All of this was done against the protests of the settlement’s inhabitants and visitors. On 16 February 2024, an entire houseboat was removed against the will of its inhabitants, who were threatened with physical violence.  More recently, on 19 August 2024, the construction site of Liberland's first medical clinic—a humanitarian project intended to serve both locals and visitors, founded in collaboration with HIRH Sandor Habsburg—was vandalized and destroyed. These actions amount to theft, robbery and wanton destruction. Given that the stolen items were taken into Croatian territory and the perpetrators were Croatian, we have reported these incidents as crimes to the authorities of the Republic of Croatia. Liberland’s Position and Intentions We respect both Croatia’s and Serbia’s positions and actively seek tighter relations with Croatia, viewing it as our key partner in the region. Our goal remains the peaceful and legal establishment of the community of Liberland, with respect for the sovereignty and legal frameworks of all neighbouring countries. The Liberland community can become the greatest economic opportunity for the region of Osijek-Baranja in decades and the tightest and most trustworthy partner for the Republic of Croatia. We are at a loss as to why this is not recognized in the political circles of Croatia and why actions are taken to hinder the inflow of jobs, tourism and economic development we are about to introduce into the region. We urge all parties and media outlets to engage with accurate information and to avoid spreading false claims that could harm diplomatic relations and misrepresent the nature of Liberland’s efforts and intentions.
From Floating Man to Liberpulco: Celebrating Freedom
Apatin, Serbia, 16 August 2024 – Liberland celebrated yet another successful instalment of Floating Man, its annual summer festival. Inspired by Burning Man desert festival, Floating Man takes place primarily on the Danube River, in and around the new nation of Liberland. Liberland’s Ark Village, located in nearby Apatin, Serbia, serves as the base to bring together Liberland citizens and locals together for several days of fun, food and freedom. The peak of the season is coming in 2 weeks—Liberpulco. And from 5 to 7 September, Ark Village will serve as the site of Liberpulco! Working together with the Anarchapulco team, we are bringing the famous freedom gathering that happens every February in Acapulco to Europe. It’s the perfect chance to meet like-minded free thinkers and get a taste of the liberty we’re building in the Balkans.  Are you able to come earlier? There are two pre-events. The first one is called Uncle Sava, taking place on 31st August, celebrating local cuisine with traditional stews. The second one is Liberforko, from September 2 to 4. New Settlement Hub is Being Built in Liberland
Exciting developments are underway in Liberland, as construction begins on a multifunctional settlement hub in Jefferson Square. This new hub is set to become the heart of the first village on Liberland’s soil, offering a range of essential services and amenities for residents and visitors alike. What Will the Hub Offer? The settlement hub will serve as a temporary residence for those who wish to build their dream life in Liberland. While the initial accommodations may be simple, they will include all the basics needed for comfortable living, such as showers, toilets, running water, and energy powered by solar panels and generators. A Place to Eat and Socialize In addition to living spaces, the hub will feature a kitchen and a small restaurant. This restaurant will offer simple yet delicious dishes prepared by various chefs, marking the beginning of a new culinary tradition in Liberland. Residents and visitors will have a place to gather, enjoy good food, and build a sense of community. Healthcare on Site Healthcare is also a priority in the new settlement hub. A doctor’s office and a first aid station will be established, equipped with as much medical equipment and supplies as possible. The goal is to create a healthcare facility that is more advanced than the typical field medical post, with reliable power sources to keep critical supplies cold and ensure that medical equipment functions properly. Partnerships with Notable Organizations The healthcare facilities in the settlement hub are being developed in collaboration with prestigious organizations, including the Habsburg imperial and royal family, the Order of St. Stanislas, and the Flame of Peace. The Order of St. Stanislas The Order of St. Stanislas, established in 1765 by King Stanisław August Poniatowski of Poland, has a long history of involvement in charitable projects worldwide. Today, it continues to support various humanitarian efforts across 18 countries. Flame of Peace Founded by Archduchess Herta Margarete of Austria in 2008, the Flame of Peace is dedicated to promoting peace and supporting peacemaking efforts globally. The organization also provides humanitarian aid, including food and medical supplies, to those in need. These partnerships highlight Liberland’s commitment to building a community that is not only self-sufficient but also connected to global networks of support and cooperation. The new settlement hub is more than just a building; it represents a significant step forward in Liberland’s development, bringing together essential services, community spaces, and international cooperation to create a vibrant and welcoming environment for all who come to build their future here.

A response to Leon Žganec-Brajša of the Law Faculty of the University of Zagreb, Department of International Law The Ministry of Foreign Affairs thanks Mr. Leon Žganec-Brajša for his article on the website of the Zagreb Faculty of Law published on 19 September 2023 concerning statehood of Liberland. We have read it with great interest, and in this memorandum we intend to review and respond to the points made in this article.  Whether it is recognized as a state by Croatia or not, Liberland has existed as a community since 2015. It has had a continuous presence on the territory of Gornja Siga (Liberland) since 6 August 2023. How Does a Community Become a State? The Case of Liberland   A response to Leon Žganec-Brajša of the Law Faculty of the University of Zagreb, Department of International Law Ministry of Foreign Affairs Free Republic of Liberland Whether it is recognized as a state by Croatia or not, Liberland has existed as a community since 2015. It has had a continuous presence on the territory of Gornja Siga (Liberland) since 6 August 2023. With over 800,000 applicants worldwide, 3000 E-Residents, 1000 citizens and close to 100 representative offices, interest and support for Liberland is undeniable. Croatian authorities have gone from referring to Liberland as a joke or “virtual narrative” to branding it as a “parastate” – i.e., an "institution or body which takes on some of the roles of civil government." We realize it was likely not meant in the sense of a compliment, but it does represent an important admission and recognition of our community as an entity with a legal personality. Croatia does not have to recognize Liberland as a state. It only has to decide to what extent it wants peaceful and prosperous relations with Liberland as a community. We feel this is a step in the right direction, and hope that we can build peaceful and prosperous relations together. The Montevideo Convention on the Rights and Duties of States In his article, Žganec-Brajša discusses the criteria established by the Montevideo Convention, which are essential for setting the parameters necessary for establishing a state. He also notes: “In practice, there are variations and it is often difficult to distinguish the exact moment in which a country acquired or lost its statehood.” This is true. However, Liberland issued its proclamation of independence on 13 April 2015. According to the declaratory theory of statehood, this is the first and primary step – without requiring formal diplomatic recognition from other states. While we take no position on the Kosovo question, its example is instructive and deserves our further study. As the ICJ stated following Kosovo’s declaration of independence, there is no violation of international law because international law contains no 'prohibition on declarations of independence', Žganec-Brajša states that since the area is disputed, it does not mean that it is free for occupation. That is his opinion and also the stated opinion of Croatian authorities. We disagree. Boundary disputes do not necessarily prevent an entity from becoming a state. In fact, the area of Liberland itself—Gornja Siga—is not disputed in the sense that neither Croatia nor Serbia wants it. Gornja Siga does not belong to Croatia in their view of the border dispute, nor does it belong to Serbia in their vision of how the border should be drawn. The other areas may be considered disputed or contested areas because they are claimed by both Serbia and Croatia. If Liberlanders were to occupy one of the pockets of land on the left riverbank (the left bank is the eastern side, and the right bank the western), then the dispute-related argument might have relevance (there are a few settlements in those areas already, such as the small village of Dondo and various weekend huts, hunting, agricultural and beekeeping facilities). The Badinter Commission and the borders of former Yugoslav republics In 1991, the Arbitration Commission of the Peace Conference on Yugoslavia (also referred to as the Badinter Commission) ruled in Opinion #3 that the borders between federal units of the SFRY became inviolable international borders. The inter-governmental commission established to address border questions between Croatia and Serbia (the Interstate Diplomatic Commission for the Identification and Determination of the Border between Croatia and Serbia) has only convened a handful of times, and basically has agreed to disagree with no further resolution. The Serbs prefer the thalweg of the Danube to be the line of control between Serbia and Croatia, although they have taken few steps if any to formalize the establishment of new borders. The Serbian Ministry of Foreign Affairs famously issued a statement after the founding of Liberland that the "new state" does not infringe upon their territory, effectively issuing a quitclaim to that particular piece of land. Nonetheless, Serbian pilots avoid flying over the Croatia-claimed pockets on the left bank as it is deferentially treated as Croatian airspace.  Croatia insists Gornja Siga (Liberland) is Serbian territory, even though Serbs who try to enter Liberland are not treated very well and regularly expelled. One state cannot dictate the borders of another or what goes on outside its own borders; otherwise it is in effect an international bully. Fulfilling the Montevideo Convention criteria Žganec-Brajša makes a number of assertions that are demonstrably incorrect or at least disputable. He writes: “No one lives in the area along the Danube where Liberland is supposedly located. Despite sporadic attempts by the "citizens" of Liberland to visit the territory of their "state", it does not have a permanent population, and therefore does not meet this criterion either. This is incorrect. While Croatian police prevented from entering Liberland for most of its history, this has not been true since 6 August 2023, over one month before his article was published. The community of Liberland has had a continuous presence on the land since that date, even with the difficulties posed by police behaviour as well as challenges presented by the weather and the water. He continues: “Independent government, normally in the case of serious states the most disputed criterion and the one about which doubts most often arise, is also not present in the case of Liberland. Neither the "authorities" of Liberland can sovereignly dispose of "their" territory, nor can they guarantee any rights to their "population", nor can they act independently in international relations. So Liberland does not meet this criterion either.” The community of Liberland does not exercise full control over its territory because of police controls and harassment both in and outside of the settlement. Croatia also installed “no mooring” signs along the Liberland coast (among several other breaches of the Convention Regarding the Regime of Navigation on the Danube). In spite of this, we are still there on the land itself. Liberland has a provisional government and its Constitution and Congress are the expression of the will of its people. Liberland has and does act independently in an international context. It has sent many official legations to other nations since long before the settlement began. We often point out that Croatia did not have full control over its territory when other nations began to issue formal diplomatic recognition, nor did it have consent from the people living in the areas it did not control, which amounted to a considerable part of the country. Liberland is not part of Croatia, and never was It is our position that Croatian authorities are acting in an extralegal, unconstitutional manner in the way they are dealing with the Liberland question. We assert that the activities of the Croatian Border Police violate the Constitution of the Republic of Croatia; according to Article 7, Croatian forces may only cross borders pursuant to approval by the Croatian Parliament and with the prior approval of the President. We know no law within Croatia's legal framework that explicitly grants the country ownership or jurisdiction over this area. Our understanding is that Croatia's jurisdiction should be limited to border monitoring and specific, coordinated actions with Serbia, which as noted, they are averse to engage in. According to Article 8 of the Constitution, the borders of the Republic of Croatia may be altered solely by a decision of the Croatian Parliament, and to date the Parliament has made no such decision to include the area of Gornja Siga inside of its borders. Instead, it seems they are colonizing an area that does not lie on any Croatian map and that they do not officially claim. We do not grasp how Croatia can assert authority over the disposal of a territory that is not and was not part of Croatia. Gornja Siga was never part of Croatia during the time of the Socialist Federal Republic of Yugoslavia. In the late 1990s, as the area of eastern Slavonia was integrated into the Republic of Croatia following the operations of the United Nations Transitional Administration in Eastern Slavonia, Baranja and Western Sirmium (UNTAES) administrative zone, Gornja Siga was decidedly not included in it. Getting through to Croatian decision-makers Croatian authorities seem rather stubborn in the way they have responded to matters at hand – with police overreach, trumped-up charges and harsh treatment of curious but innocuous visitors. As the saying goes, “if the only tool you have is a hammer, you tend to see every problem as a nail.” It seems their only tool in dealing with the Liberland community is a hammer. There have only been indirect responses to our many attempts at correspondence with Croatia’s Ministry of Foreign and European Affairs, the Ministry of the Interior, the Ombudswoman’s office or other state organs. We have had brief but cordial meetings with President Zoran Milanovic, former President Kolinda Grabar-Kitarović, a few members of the Sabor (Parliament), and Defence Minister Ivan Anušić while he was still the governor of Osijek-Baranja County. The Foreign Ministry also responded to a letter-writing campaign to Croatian embassies around the world, to which we issued a counter-response. As the saying goes, “if the only tool you have is a hammer, you tend to see every problem as a nail.” It is nonetheless difficult to determine who actually decides Liberland policy and why we are being treated in the odd and often unpleasant way we are. We have been told that the SOA intelligence service has a hand in making things difficult for us and our allies, and/or that the Croatian “deep state” is attempting to keep us discouraged, using law enforcement and Šume as muscle to push us around. Finally, some sources have informed us that local interests want to continue using the area for exploiting timber or for hunting. Perhaps it is precisely because the land is not in Croatia that they can get away with what they do, and it is probably our own lack of a cloak-and-dagger approach that leaves us guessing. We have pointed out ad nauseam that a thriving Liberland would bring considerable business, investment and tourism to our friends in Croatia. We have already done this in Croatia to a certain extent, and in Serbia to a far greater extent, with Liberland community members purchasing real estate in the area around Zmajevac and Batina and spending a considerable amount of money in maritime services, local hardware shops and other service providers. Liberland is prepared to pay Croatia for goods, services, infrastructure improvements and much more. We can bring more jobs to a region that has seen a mass exodus of people over the past few decades. After all, Liberland has a truly unique selling point - it can bring something to the region that Croatia cannot. We sincerely do not understand why Croatia ignores this tremendous opportunity. Liberland is prepared to pay Croatia for goods, services, infrastructure improvements and much more. We can bring more jobs to a region that has seen a mass exodus of people over the past few decades. We sincerely do not understand why Croatia ignores this tremendous opportunity. With Croatia actively hindering our state-building capacity as much as they can, they might disingenuously claim that Liberland does not possess the capacity to manage the territory and exert effective power over it. It's like breaking a marathon runner's legs and declaring they cannot participate in the marathon because they cannot run.  But as mentioned, Croatia does not have to decide whether it recognizes Liberland as a state. We don't expect it to. It only has to decide to what extent it wants a peaceful and prosperous co-existence with Liberland as a community. The role of Hrvatske Šume On multiple occasions, personnel from the state forestry concern, Hrvatske Šume d.o.o. – accompanied by Croatian police units – entered Liberland community settlements and destroyed or stole the personal property of community members. We know the area is exploited by them, even though it does not hold legal jurisdiction over the community here nor is it the owning entity of the land in Gornja Siga. Šume’s own website clearly shows Gornja Siga as outside of the territory of Croatia. Perhaps the presence of the settlers has interfered with illicit hunting or other use of the area. There is plenty of wildlife including deer and boar, and many people have said that they spotted hunters entering the area prior to the settlement. Good heavens! A Serbian plot? To be sure, Croatian authorities have done plenty to undermine their own position in the border dispute with Serbia. As we have noticed, there is Croatian suspicion of Serbian involvement in Liberland to sabotage the resolution of the dispute or to simply provoke Croatia. While our community has received considerably better treatment on the Serbian side, and we employ many Serbians in the Apatin area, there is no Serbian direction of our activities. There is lingering, mutual nationalist resentment between Serbia and Croatia. The two countries cannot even exchange diplomatic notes without referencing each others’ aggression in wars past. While it is important to understand the region’s conflicts and their legacies, we’d love to see that mutual suspicion disappear. In fact, Liberland could be a bridge between the two and bring benefits to people on both sides of the Danube. Again, regardless of whether Croatia recognizes Liberland as a bona fide state, we should call attention to some realities of the situation. Our Grievances We are thankful that there have been to date no serious casualties, refugee problems or famine. Nonetheless, our list of grievances is not small and is rather well-documented. It is our position that Croatia’s actions towards the community in Gornja Siga are occurring outside of their jurisdiction, outside of their state borders and outside of the Schengen Zone, which Croatia joined in January 2023. Direct attacks on the nascent settlement; facilitating theft or destruction of community members’ property and buildings by Hrvatske Šume Travel restrictions, expulsions and bans on individual members of the Liberland community: Certain EU citizens have been banned from entering Croatia for five years Bans for non-EU and non-Schengen citizens (usually 30 or 90-day bans, as well as travel-related red flags that result in delays when crossing other borders). Some of these individuals never even went to Liberland and were entrapped or lied to by Croatian police officers in a very unprofessional manner. This differential treatment of non-EU citizens contradicts principles of equality before the law Refusal of entry to people arriving by private aircraft at public airports (Osijek) Administrative and other barriers to navigation on the Danube River imposed by the border, port and navigation authorities of Croatia Erecting and enforcing "No Mooring" signs on the coast of Gornja Siga, among other breaches of the Danube Commission treaty Delays, harassment and detainment at border crossings such as Batina Overzealous inspection stops of Liberland community members’ vehicles in Croatia Intimidation and harsh treatment of Croatians helping or interested in Liberland, especially students and other young persons. Some of our Croatian personnel have been fined or even physically assaulted Curiously, when we tried to file an action against the thefts by Šume, the prosecutor and court in Osijek, Croatia delivered an opinion to us that these events are occurring outside of their jurisdiction so they can't do anything about it!  These actions are quite peculiar and warrant an elevation of our grievances to a higher, international level—including but not limited to the EU, EC, Council of Europe, the ECHR, and various international organizations and bodies. Possible outcomes of the border dispute Regardless of the outcome of the border disagreement, Liberland is an existing community and will continue to exist in the face of these challenges. However some speculation on possible outcomes is instructive. Every option contains interesting possibilities for Liberland. Status quo prevails. The current situation continues, with Liberlanders being allowed to make no-to-low-impact visits to the territory while having to endure a heavy Croatian police presence (this is admittedly better than the situation prior to August 2023, as we are actually on the land now). Croatia wins. The left-bank pockets are unequivocally established as Croatian territory. Serbia reluctantly retains Siga, but potentially allows Liberland to develop under a policy of benign neglect. Croatia builds a wall or other barrier and may or may not establish a permanent crossing. Serbia wins. The line of the thalweg (deepest point) of the Danube River becomes the border. Croatia has no more territory or airspace on the left bank, and integrates Siga into Croatia (for which they need an act of parliament to do). Eastern Croatia continues to stagnate economically and becomes more of a ghost region than it already is. As a consolation prize, Serbia could make an agreement with Liberland to take charge of part of the former Croatian claim and establish a semi-autonomous, eco-friendly zone there. Some form of compromise is reached. Croatia retains some of its territory on the left bank while other parts are integrated into Serbia. In this case, each country loses some of its claimed territory. So what happens to Liberland? This scenario for Liberland definitely depends upon the disposition of the deciding arbitration body or bilateral or multilateral organization towards Liberland. However, why would an international arbitration body award land—Gornja Siga—to a country that does not claim or want it? Why not let it continue as an autonomous free zone bringing benefits and jobs to both Croatia and Serbia? Liberland becomes an internationalized territory. Consider the UN Trusteeship Council which has in the past administered trust territories, or perhaps the UNTAES occupation of the nearby region in the 1990s. Such a situation guaranteeing peace and stability could allow Liberland to build out its real-world administrative capacity without interference from the Croatian side. Liberland would have a viable growing community if such a status could guarantee our safety and security – and this would present far fewer challenges than the UNTAES mission. In any scenario, we seek to have friendly relations with Croatia and we take pride in what we have worked hard to accomplish so far. Our wish is to move from a state of confrontation to one of cooperation. We do not expect Croatia to recognize Liberland as a state any time soon, but we do hope that it will turn to diplomacy and goodwill in its approach to the Liberland question. The Ministry of Foreign Affairs sincerely hopes that we have provided an accurate view of the points raised in the article and that other relevant information has been contributed to the discussion.

Liberland Politics: A Primer
Liberland is on the brink of a historic moment with the forthcoming adoption of its Constitution, currently available in a draft state. The Meritocratic Republic of Liberland In Liberland, Citizens who demonstrate their commitment to the nation wield political power. This Proof of Commitment involves "PolitiPooling" at least 5000 Liberland Merits (LLM). This requirement ensures that voters have a vested interest in the country's well-being and future. Liberland's political system is a balanced interplay between the classical separation of powers as proposed by Montesquieu — the Judiciary, Legislative, and Executive—and the Senate, the republic's guardian. The Senate is integral to Liberland, but operates independently from the Government. The Judiciary: Protector of Rights and Justice The Judiciary is pivotal in safeguarding your rights and ensuring justice. As a Citizen or e-resident, you can engage with the Judiciary via the Liberland Blockchain at blockchain.liberland.org: Contract: Establish a contract with a counterparty. Dispute: If a dispute arises, click on "Dispute". The Judiciary makes decisions based on the Constitution of Liberland. However, for legal certainty and normalcy in international relations, decisions are also based on the law. The Legislative Power The Legislative Power works on an intermediary between direct political power of the Citizens and representation. This representation is strictly voluntary. This means that whatever organs of representation exist (namely Congress), will be only facilitating and streamlining the democratic process, and the final say rests on the Citizens through the Referendum. The Referendum System Laws in Liberland are adopted exclusively through referendums. There are two types of referendums: the Meritocratic Referendum and the Democratic Public Veto. Meritocratic Referendum Purpose A Meritocratic Referendum is used to adopt, reject, or modify any law, regulation, or government decision. Voting Process Citizen Onboarding: Ensure you are an onboarded Citizen. Access Voting Platform: Visit http://blockchain.liberland.org. Navigate to Voting: Go to the Voting/Referenda section. Select Referendum: Choose the referendum you wish to vote on. Cast Vote Ignore Voting Weight Prompt: The system will prompt about voting weight, which can be ignored. Vote Update: If you change your mind, you can update your vote for the cost of a transaction (a few cents).  Duration Each referendum lasts for 7 days After voting concludes, there is an additional 7-day period to prepare for enactment.  Vote Counting Votes are tallied based on politically pooled LLM, not headcount. The tally method depends on whether the Referendum was proposed by a Citizen or by Congress. Citizen referenda require a variable threshold for acceptance depending on how many LLM have been cast. Where all would be cast, the threshold would be 50 percent plus one LLM. Congress referenda all require exactly 50 percent plus one LLM cast to be adopted. Unpooling LLM takes time, indicating a commitment to Liberland.  Proposing a Meritocratic Referendum Any Citizen can propose a referendum. Higher acceptance thresholds prevent ad hoc populist measures. For a smoother process, ask a Member of Congress to propose on your behalf. Democratic Veto Purpose A Democratic Veto removes legislative measures or officials from office, showcasing a "headcount" democracy with free and equal elections.  Types of Democratic Veto Public Veto: Removes any legislative measure (laws, regulations, etc.) enacted by the Government. Dismissal: Removes any official or agent (employee) from office.  Voting Process Access Voting Platform: Visit http://blockchain.liberland.org. Navigate to Legislation: Choose a type (e.g., Law, International Treaty) from the top menu. Show Section: Find the section you wish to veto. Cast Veto: Click "Cast Veto".  Vote Counting The referendum remains active indefinitely. The AYE (repeal, dismiss) side wins only when 50 percent plus one voter (not LLM) votes for it. Until the threshold is reached, the referendum remains in force. Congress In Liberland, representative democracy finds its center in the Congress. This vital organ of voluntary representation plays a crucial role in shaping the legislative landscape and ensuring that the voices of citizens are heard and respected. Here’s an in-depth look at the powers and functions of Congress, and how you can actively participate in this dynamic political system. Powers of the Congress Legislative Proposals Congress is empowered to make legislative proposals, providing a streamlined path for these proposals through the referendum process. Proposals from Congress have a higher chance of passing, requiring just 50 percent plus one vote (LLM) cast for AYE. Special Legislative Proposals Certain legislative actions, such as Constitutional Amendments and specific International Treaty Ratifications, must originate from Congress. Individual citizens cannot propose these changes, highlighting the unique responsibilities and powers vested in Congress. Delegation of Referendum Votes Citizens who prefer not to vote on every issue or who trust their Member of Congress can voluntarily delegate their referendum votes to their chosen representative. This delegation underscores the trust and responsibility placed in Congress members. Budget Management Congress handles the critical task of dealing with budgets, ensuring that financial resources are allocated efficiently and effectively to support the nation’s needs and goals. Executive Appointments Congress appoints the Cabinet, the supreme executive organ of Liberland. Until the Cabinet is appointed, Congress uses its decision-making powers to fulfill executive functions. Congress Elections Congress elections take place every three months. The point is to keep Congress up to date with popular preferences. Elections take place on the blockchain. Where one does not vote but has voted before, their past vote carries through to the next election. Participating in the voting process is straightforward and essential for maintaining a vibrant democracy. Here’s how you can cast your vote: Onboard: Ensure you are onboarded as a citizen. Access the Voting Platform: Visit blockchain.liberland.org. Navigate to Voting: Select “Voting” from the menu on the left. Choose Your Candidates: Rank your candidates by preference (e.g., number 1, number 2, etc.). Update Your Vote: Click on “Update Vote” and sign the transaction with your wallet. With Liberland's tiered voting system, your vote remains impactful even if your top choice doesn’t win. Your vote will automatically transfer to your next choice, ensuring that your preferences are always considered. This is how it works in detail (using the Phragmen algorithm): Voting Process: Voters mark the candidates they approve of on their ballots. Initial Setup: Each ballot starts with zero votes. This we call “load”. Thus the initial load is zero. Determining the Winner: For each candidate, calculate the average (mean) load of the ballots that support them. The candidate with the lowest average load among their supporters wins the next available seat. Updating Ballot Loads: Calculate the number of ballots (n) that approved the winning candidate. Add 1/n to the load of each of these ballots. Ensure that the loads of all ballots supporting the winning candidate are equal by averaging them out. Repeat or End: If there are more seats to fill, repeat from step 3. If all seats are filled, the selection process ends. Cabinet In Liberland, the Cabinet plays a pivotal role in the governance of the nation, providing stable and consistent executive leadership. While Congress reflects popular preferences and adapts to changing public sentiments, the Cabinet is designed to ensure coherent and steadfast executive authority. Let's delve into the structure, roles, and powers of the Cabinet in Liberland. The Structure of the Cabinet The Prime Minister At the helm of the Cabinet is the Prime Minister, the head of the Government. This role effectively replaces the President's position in the current Liberland Provisional Government system. As the primary executive authority, the Prime Minister oversees the entire Cabinet's functioning and ensures the smooth execution of governmental policies. The Ministers Supporting the Prime Minister are four key ministers, each responsible for a specific domain: Minister of Finance Minister of Interior Minister of Foreign Affairs Minister of Justice These ministries form the core executive branches of Liberland, essential for the nation's administration and governance. According to the current Constitution, these are the only ministries unless future constitutional amendments dictate otherwise. The Role and Power of the Cabinet Centralised Executive Power All executive power in Liberland is centralised within the Cabinet, which holds the final say in all executive matters. This centralisation ensures that decisions are consistent and align with the nation's overall governance strategy. Agencies and Their Governance Apart from the ministries, various executive organs known as Agencies must be established by Law, ensuring Congress maintains oversight over the Executive branch. Each Agency falls under the jurisdiction of one of the four ministries, with the head of each Agency directly subordinate to the respective Minister. Regulatory Authority Internal Regulations The Cabinet and its Agencies manage executive matters through regulations. Internal regulations apply only within the Agencies, streamlining operations and maintaining order within the executive branches. Public Regulations The Executive can also issue regulations affecting all Citizens and residents of Liberland. However, this authority is bound by the principle that only the Law can establish rights and obligations for those outside the service of an Agency. Therefore, any regulations impacting the general public must be within the scope of an existing law, explaining or implementing a specific article of that law. These regulations can never exceed the law's scope, ensuring executive power remains checked and balanced. Senate An Overview In the unique political landscape of Liberland, the Senate stands out as a distinct and powerful entity. Unlike conventional governmental bodies, the Senate is not a part of the government but functions as an independent watchdog, serving as the supreme organ of oversight within the State of Liberland. Composition and Role The Senate is composed of shareholders of the Sovereign Fund of Liberland. These are typically individuals who have significantly contributed to the nation during its formative years, often investing their personal fortunes to support Liberland's development. This substantial commitment grants them extraordinary powers, akin to elements of corporate governance that balance the prevalent meritocratic, Swiss-like republicanism of Liberland. Powers and Functions Although the Senate does not possess legislative powers, its authority to veto legislative bills is a crucial check on the government. Additionally, the Senate can nullify any Decree, Edict, or Decision made by the Congress, including sub-legal regulations. This power ensures that the Senate can prevent or reverse decisions that may not align with the broader interests of Liberland. Financial Oversight One of the Senate's key responsibilities is overseeing the budget and financial transactions of the state. This oversight is conducted through the Liberland Blockchain, ensuring transparency and accountability in all financial matters. By maintaining strict control over the state’s finances, the Senate plays a vital role in safeguarding the economic stability of Liberland. Electing the President The Senate also holds the important task of electing the President of Liberland. The President, as the head of state, represents Liberland on the international stage and is the primary international representative. The President also bestows distinctions, such as the Order of Merit, recognizing individuals who have made significant contributions to the nation. Emergency Powers In times of emergency, the President can assume extraordinary powers, acting as if they were the owner of the country, provided the government agrees through a special referendum. How to Vote in a Referendum
You might already be aware, or perhaps this is new to you, but either way, it's worth diving into: In Liberland, the primary method for enacting any decision or legislation is through a referendum of all citizens. The Referendum System in Liberland Liberland's referenda are rooted in our draft Constitution and Referendum Law. These documents are currently considered "drafts" because they will only gain legal force once adopted in a future referendum. However, we are already using them to build essential infrastructure, such as the Liberland Blockchain. We have two types of referenda: the powerful positive referendum and the auxiliary negative referendum. Meritocratic Referendum A meritocratic referendum is used to adopt, reject, or modify any law, regulation, or government decision. Here’s how it works: Who can vote? All citizens who have at least 5000 politically pooled Liberland merits (LLM) can participate. How to vote: Be an onboarded citizen. Visit blockchain.liberland.org. Navigate to "Voting/Referenda". Select the referendum and vote "Aye" (yes) or "Nay" (no). Ignore the prompt about voting weight. Congratulations! You’ve just voted in a meritocratic Liberland referendum. If you change your mind, you can vote again. For the price of a transaction (a few cents), your vote will be updated. You can participate in multiple referenda simultaneously. Each referendum lasts for 7 days, after which votes are tallied. The measure remains pending for another 7 days to prepare Liberland for enactment. Meritocratic Referendum can also be about repealing or amending laws or regulations. It proposes, “posits”, changes. Vote Counting: Votes are tallied based on politically pooled LLM, not headcount. Since unpooling LLM takes time, holding them shows your commitment to Liberland. Citizen referenda require a variable threshold for acceptance depending on how many LLM have been cast. Where all would be cast, the threshold would be 50 per cent plus one LLM. Congress referenda all require exactly 50 per cent plus one LLM cast to be adopted. Proposing a meritocratic referendum: Any citizen can propose a referendum, but it will face a higher acceptance threshold to prevent ad hoc populist measures. For a smoother process, ask your Member of Congress to propose it on your behalf. Democratic Veto Why have a democratic veto when a meritocratic referendum can do almost everything? The key difference lies in its process and purpose. For international political reasons, we must demonstrate a "headcount" democracy with free and equal elections. Since real political power in Liberland rests with referenda, we need headcount referenda for certain actions. Types of Democratic Veto: Public Veto: Removes any legislative measure (laws, regulations, etc.) enacted by the Government. Dismissal: Removes any official or agent (employee) from office. As the name suggests, a democratic veto is about removing something or someone from office. How to vote: Go to blockchain.liberland.org Click on "Legislation". Choose a type (in the top menu); e.g. Law, International Treaty. Show section. Find the section you want to veto. Click “Cast Veto”. Tallying the vote: The referendum remains active indefinitely. The Aye (repeal, dismiss) side wins only when 50 per cent plus one voter (not LLM) vote for it. The Nay side never "wins", it is happy for as long as the legislation remains in effect. Samuela Davidova, Liberland's Press Secretary, recently attended and spoke on the Blockchain Expo World conference in Turkey, where she engaged with over 20,000 attendees. Her speech highlighted Liberland's innovative use of blockchain in governance, signalling a commitment to international collaboration and setting the stage for future partnerships in Turkey's blockchain and educational sectors. During the conference, Samuela met with representatives from BingX, a prominent crypto exchange, which generously contributed summer seating to Liberland, fostering potential collaborations. She also connected with the IAU Blockchain and IoT Club Turkey, engaging in discussions about future educational initiatives to introduce students to Liberland's vision. Furthermore, Samuela established relationships with the Web3 Hub Cas focused on the Network States initiatives, GCB (Global Commercial Business), and XT crypto exchange, laying foundations for future cooperative efforts. Election Results for the Liberland Congress
Today, at 01:45 CET, Liberland's Test Congress Election results were tallied. The first blockchain election system was, for the first time, in full operation, ensuring election results were final and immutable.  The process was algorithmic (decided on a few simple rules), and thus, absolutely transparent. This system is uniquely able to remove doubt from election results, which we see occurring in many countries that are still resorting to traditional means. We hope to be the first pioneer of what will soon become common practice. Liberland Test Congress Elections result in the re-election of the current Congress plus the addition of three new names. These are new to Congress but certainly not new to Liberland. The absolute winner of this election is an incumbent Congress member and Liberland’s tech lead Dorian Stern Vukotić, who has become the “Prime Member”, or the Speaker, of the Congress. Where a Congressperson remains silent, they will automatically follow the vote of the Speaker. Next to Speaker Vukotić, we see all three Members of the Congress from the previous Election Period re-elected. These other re-elected incumbents are: Navid Saberin Joseph “Joey” Langenbrunner Michal Ptáčník Since this is the first Test Election where the Congress gets its intended initial number of seats, that is, seven, three new names appear in this august body to fill the three new seats: Jan Purkrábek Nicolas Mateos Steven Wollett All three are extremely seasoned Liberlanders and well-known and well-respected members of our national community.  We at the Provisional Government hereby congratulate all the winners and look forward to the Congress's ever-increasing role in our political system. Biographies of the Members of Congress will follow as they become available to us: Navid Saberin BA Hons Born and raised in Luxembourg, Navid Saberin is a multilingual expert with a degree in commerce, computer science, and sinology from the University of Toronto. With a wealth of experience spanning banking, public relations, waste management, and real estate development across several continents, Saberin is a dedicated libertarian, aviation enthusiast, and passionate Bitcoin advocate. Dorian Stern Vukotić Dorian Jakov Stern Vukotic, born in Croatia, was the first to enter Liberland in August 2023, marking the very beginning of the permanent settlement of Liberland. With an IT background, he is the tech lead of the Liberland blockchain team. His other professional interests include radical life extension, specifically cryonics, being on the board of protectors of the Reanimation Foundation in Vaduz. Mgr. Michal Ptáčník LLM Born in Prague, Michal Ptáčník holds a law and jurisprudence degree from Charles University. With experience at the Czech Ministry of Defence and in international law, Ptáčník’s interests in futurism and alternative governance systems make him a valuable asset to Liberland’s vision for innovation and progress. Joseph "Joey" Langenbrunner Joey Langenbrunner, is an entrepreneur, investor, strategic adviser, and diplomat, who has significantly contributed to the blockchain industry and the field of citizenship and residency by investment. His tenure with various investment migration agencies has been marked by his dedication to enhancing individual freedom and autonomy through strategic citizenship or residency acquisition. As a staunch advocate for blockchain technology and digital governance, Langenbrunner has pioneered innovative governance models that transform public services, thereby offering new opportunities for governments and citizens globally. His efforts in promoting digital sovereignty and self-sovereignty are evident in his role as a Liberland diplomat, where he actively extends his vision on a global scale. Recognized for his deep insights into blockchain technology and its applications, Langenbrunner is a frequent guest on podcasts, where he advocates for a decentralized future that promises greater choice and control, positioning him as a key figure in driving the adoption of blockchain and enhancing personal and digital sovereignty. His advocacy for personal liberty as a fundamental value shapes his principles and guides his actions and decisions in life. Jan Purkrábek Jan's early career experience in a public sector financial department fostered his resistance to the state and public sector, shaping his libertarian beliefs and sparking an academic interest in free markets. Professionally, Jan has held senior finance roles, including Head of Treasury, Cash, and Risk at a major Czech telecommunications company and Head of Fintechs at Mastercard CZ/SK. He co-founded the Fintech Hub CEE program, supporting early-stage fintech and crypto projects. Jan's involvement with Liberland began in May 2015, serving as the first Minister of Finance until 2019. In August 2023, he was among the first settlers in Liberland, participating in settlement activities despite facing arrest for marking the Liberland border. Aged 44, Jan holds a Master's degree from the University of Economics in Prague and an Executive MBA from Quantic University of Business and Technology. He speaks Czech, English, some German, and is learning Croatian. Jan advocates for minimal state monopolies and opposes state coercion, believing Liberland can demonstrate a path away from economic self-destruction and personal injustices caused by state authorities.

Liberland: Open Letter to Croatian Officials
By taking these steps outlined in this letter to Croatian officials, Croatia and Liberland can begin to build a cooperative and mutually beneficial relationship that respects both parties' interests and fosters long-term collaboration.  Liberland offers to bring international capital, jobs, and the attention of the entire Western world to the Osijek-Baranja region—something we alone are positioned to do. We have a truly global audience and a unique selling point. To Whom It May Concern: Croatia is our most important international partner. We seek to close any tensions between the Liberland community and Croatian authorities. This is a unique moment where those who have the necessary historical insight can resolve the situation at hand, which I suggest we do. We would first like to thank the police for their humane stance towards us and their professionalism, as evidenced by the fact that through all those years and now months of active settlement, with no serious injuries or loss of life. This is, in my opinion, a great basis for further improvement of relations, which is the object of this letter. As we’ve observed some friction with law enforcement within the territory of Croatia, my intention is to ensure this stops. However, these issues often stem not from any malicious intent, but from individuals being forced into impossible situations by a well-documented campaign of suppression mainly operated by the Border Police. Surely this is as burdensome for the hard-working officers of the Border Police as it is for us. We have observed the pattern in which our people are being targeted. Consequently, the actions they are often forced into appear on expulsion orders and misdemeanour charges. This pattern of backing individuals into a corner, provoking them into unintended actions and then portraying them as offenders constitutes “defamation.”  Most of these cases remain unadjudicated, with no fewer than twelve being dropped. Yet, the supposed misdemeanours attributed to “Liberland” continue to increase in police logs. It seems the presumption of innocence is a concept lost on PGP Beli Manastir and also the concept of individual responsibility for misdemeanours: all get lumped under collective punishment with no possibility of exculpation. We must point out that our community is also targeted by Hrvatské Šume d.o.o. (the state-owned forest company), which has repeatedly stolen or destroyed the belongings of the members of our community, often assisted by the police.  For most of Liberland’s existence since 2015, the area was closed for no discernible reason. That it was only Croatia’s entry into Schengen and the physical abuse of a YouTuber (Niko Omilana) and his friend that put it into the spotlight and requiring more transparency. In any case, we are now in the land. Our people are at the mercy of Croatian authorities, and their daily question is, “What trickery will the Border Police visit upon us today?” They have a long history of reasons to be concerned: On 21 and 22 September, a nascent, well-functioning settlement was dismantled by Hrvatské Šume, d.o.o., in an act of mass robbery, larceny, and mayhem. It is clear that Šume has no jurisdiction there, as there is no legal basis for their presence. It’s not even on their maps. They occupy the area as if they own it. Šume abuses the provisions of the Croatian Law on Forestry regarding cleaning trash to cover up stealing private and actively used property. Solar panels, quads, an entire functioning kitchen, and personal effects were taken from those who pleaded with you to desist. Hardly trash, don’t you think? We filed a criminal report, and charges will be pressed to ensure the return of the goods and effect restitution. A number of EU citizens have been expelled on the grounds of being a “threat” to national security. This is usually reserved for the most serious of criminals, but has been used against us, when none of these persons are a threat of any kind. The actual basis for these expulsions is a report classified as secret, which the accused weren’t allowed to read or examine; they had no way to properly defend themselves against these charges. This lacks transparency and undermines the fundamental principles of justice and fairness we all value. The settlement on Liberty Island, before the flood, was visited by multiple inspectors from Croatia demanding permissions, ordering cessation of camping, etc. The inspectors’ jurisdiction is generally limited by the borders of municipalities. Liberland is not within a Croatian municipality, so there is no place to ask for such permissions and no jurisdiction to demand them, as would be the case in Croatia. Many such cases were filed and later used on expulsion orders (the number of “active misdemeanours” jumped from 90 to 120, an impossible number since, as stated above, all those individuals are innocent until proven guilty). About half of the inspector-originated cases have been dropped so far, indicating our approach is correct. To survive the winter, which was very challenging, we utilized the houseboat Swan. The Border Police were even surprised by our resilience and dedication. The majority of their interactions were professional, courteous and cordial. Šume later took the Swan. Our captain of the boat Freedom was also harassed senselessly. The Freedom was detained and sent to Vukovar for a needless inspection. The settler’s captain’s license was confiscated, he was made to jump through administrative hoops, intimidated, and then all was returned. This was another completely needless activity on the part of Croatian officials just to cause us difficulty. On February 14, the Swan was taken from us by Šume. This was not the most shining moment for the border policemen, as they acted like street ruffians rather than guardians of order. They forced our settlers not to even film the event as their home was taken from them along with their personal effects, including a piano. How an inhabited houseboat with solar panels, a heater, sleeping bags, and provisions can be considered trash, I have no idea. We would like to make our intentions clearer: we are here to build a good community, not to litter the forest ground. To that end, we have started building using bricks. Using bricks seems to be a line even Šume is unwilling to cross, as we all agree these are not trash. We are pleased about that; let the bricks be a literal foundation for our good relations. However, they continue to confiscate other items like tents, provisions, tools, phone chargers and building materials. Recently, we encountered the most absurd misdemeanour charge yet. A settler who stood firm and defended our flagpole was accused of “entering the personal space of a forest worker” (by simply standing and holding on to the pole?). Later, when another forest worker tried to run him over with a tractor, damaging his bike, the settler was accused of “making erratic moves most brazenly,” while the intentional destruction of his bike was described as “placing the bike in the way of the tractor to hinder the forest worker in the performance of his duties.” The official English translation from you only stated that the settler was ordered to pay a fine without any reason given. The latest suppression takes place on the roads, where we are increasingly hindered from using normal means of transportation. In response, we have employed more novel approaches, such as self-made carriages, which the Border Police then find ways to suppress. We are also experiencing an alarmingly frequent number of spot technical inspections of our cars. I trust we can all see the pattern here and the urgent need to address these irregularities. If anything, the millions of euros so far wasted on needlessly suppressing a peaceful group of people speaks for itself. We could be working together with beneficial outcomes for all. We can operate normally and live together in peace. I assure you, on behalf of all Liberland, that our intention is not, nor has it ever been, to take any land away from Croatia. Currently, our nascent community has laws in place that grant Croatian citizens—and exclusively Croatian citizens, not citizens of any other countries on this or the other side of the Danube—special rights to enter, exit, and reside at will, to own real estate and other forms of property. We, of course, patterned this on Schengen rules and the Four Freedoms of the European Union.  We are willing to include Croatian as an official language besides English and not to dispute the operation of law enforcement while entering our territory, as if they were in Croatia. We are prepared to take additional steps to ensure a fruitful and long-lasting partnership, perhaps similar to the relationship between France and Monaco, particularly regarding tax treatment and other fiscal issues. In this way, we set up a Western-aligned, peaceful and family-friendly community of enterprising individuals at your doorstep and compliant with the law.  Some concrete steps to take at this point: We would like to land boats in Liberland at a spot where the police would have full oversight and pending our prior registration of the boat and the captain with the responsible organs (Border Police or the Harbor Master). Permit us to register vehicles and crews, as well as cargo as being local to the area and necessary to the residents, and thereby allow us to enter and exit Liberland using the road from Zmajevac-Batina. Help stop the raids and the “trash cleaning operations” and instead, facilitate dialogue with Šume. We can ensure we stay out of the way when they need to perform their duties and make sure the trees and natural resources are protected to the highest degree. When we see that this works, we will ensure no charges are pressed against Šume for their past activities against us. Please allow routine movement in and out of the land of persons who register themselves with the Border Police as settlers and visitors so that we can dispose of trash ecologically, bring in necessary supplies, and start a small economy, which we then expand to benefit the entire region. Permit us to build basic infrastructure and homes where this does not disturb any legitimate parties, and allow us to have our colours fly alongside Croatian colours. Remove the bans on all EU citizens who have been forced out of Croatia due to their interest in Liberland, and stop banning non-EU citizens such as Americans, British and Canadians - countries that are Croatia’s friends and allies. We will ensure that non-EU citizens who come comply with Croatian law and, notably, will not stay longer than they would be permitted to stay in Croatia. We will, in turn, drop legal suits related to this matter and forgive whatever past expulsions might have taken place. Please let this return of our exiled be the first sign of the normalization of our relations. By taking these steps, we can begin to build a cooperative and mutually beneficial relationship that respects both parties' interests and fosters long-term collaboration.  We offer to bring international capital, jobs, and the attention of the entire Western world to Osijek-Baranja—something we alone are positioned to do. We have a truly global audience and a unique selling point. We could resolve the international dispute for Croatia in an elegant fashion, allowing the land to be fully and completely accessible to you without making any unreasonable concessions to other countries. As we end this letter, we are thankful for Croatia granting de facto recognition to Liberland as a ‘parastate’. I know that this was likely not meant as a compliment. However, we do appraise it for the commonly understood meaning of the word - a state fulfilling the necessary functions of a country, in fact, but lacking recognition. It is our aim to prove to Croatia why we are worthy of the privilege of recognition in due course. We are also thankful that Croatia has allowed us to grow to the extent we have in the last couple of months, despite the setbacks. We learn and implement what we have been taught by our neighbours, and strive for order, peace and good relations..  We are going to run our first elections this or early next year, becoming ever-closer to the ideals which we all hold dear. Our community is growing and organizing itself well and in innovative ways. We hope this will generate enough positive response in especially the entrepreneurial community to quickly become a great benefit to the region's economy. Let us leverage our respective positions to create a solution that benefits both parties. With broad smiles, we actively welcomed every participant who approached to learn more about our vision. This new nation, nestled by the Danube and championed by its President, Vít Jedlička, has stirred discussions and captured imaginations. The Sunday Times' journey alongside President Jedlička into the heart of Liberland has drawn attention to what might be the blueprint for a country that truly belongs to the 21st century. Liberland salutes the Sunday Times for highlighting its aspirations and achievements. The article, celebrating the settlement's vision and the welcoming of around 200 tourists, reflects the growing interest in this nascent state. However, Liberland wishes to address certain aspects of the report, advocating for a discourse rooted in accuracy and openness. At the heart of Liberland's rebuttal is the clarification of its foundational principles. Any notion of Liberland as a tax haven for ill-gotten gains or a sanctuary for criminal activities is a misunderstanding that the country vehemently disputes. Liberland is laying the groundwork for a society that adheres strictly to the rule of law, with systems of transparency and accountability already in motion. Liberland's ambition is to forge bilateral relations with neighbouring countries, ensuring they view Liberland as a trusted and lawful neighbour, especially from financial, anti-money laundering, and tax law perspectives. While it is true that Croatia does not recognize Liberland diplomatically, official documents have referred to Liberland as a “parastate” - which is defined as "institution or body which takes on some of the roles of civil government." This is a significant evolution from being hand-waved away as a “joke” or claiming we do not exist at all. Another point of contention in the Sunday Times article is the statement regarding President Vít Jedlička's ability to enter Liberland. President Jedlička has entered Liberland several times and has personally hosted many international visitors. To be clear, Croatian police issued an entry ban of two Liberland officials - including the President - and two settlement coordinators after the settlement began (presumably to hinder our leadership structure, not because of any individual act or violation), and these bans are being challenged in Croatian court. Visitor data collected from Liberland’s border control system, hosted at border.liberland.org, has been shared with the Croatian Border Police, marking a significant step towards mutual trust and understanding. While difficulties with Croatian authorities remain, we are committed to cooperation and peaceful coexistence with Croatia. There is a brief summary of Liberland’s foreign relations. While Liberland does have relationships with the countries mentioned, Ethiopia is not one of them. That said, we would welcome the opening of dialogue and relations with the Federal Democratic Republic of Ethiopia, which has taken steps to recognize our friends in the Republic of Somaliland. The article also states “Foreign currency is worthless there.” This is untrue. Although Liberland encourages its people to use Liberland currency, the Liberland dollar (LLD) and Liberland merit (LLM), individuals can use any currency they wish in Liberland, as long as both parties to a transaction agree to it.  Liberland's response is more than a correction of facts; it's an affirmation of its commitment to building a nation based on trust, cooperation and international recognition. The country stands firm in its journey towards sovereignty, aiming to establish the national homeland of all freedom-loving people. On 28 March 2024, we celebrated a big milestone: After dedicating a month for preparation, we inaugurated the Jefferson Square construction site. This event marked the beginning of the construction of what we currently refer to as City Hall. This building will be the government hub, but currently, it will serve multiple functions: it's designed to meet the comprehensive needs of our settlers as they lay the foundations for their homes and enterprises in this new country. Our plans include engaging with the local community extensively. We aim to offer employment opportunities in various capacities, ranging from construction facilitated by professional firms to administrative, managerial, and service-oriented roles. It's important to us that the people of Croatia feel welcomed in Liberland. Indeed, under Liberland law, they will have the opportunity to enter and exit freely without any formalities, own property, and contribute to the growth of Liberland, just as its citizens can. With the construction of City Hall underway, our focus will shift towards providing essential services to the community and developing a beach resort. This resort will not only showcase the scenic beauty of our coastline but will also be a place for relaxation and enjoyment for both locals and visitors. Moreover, it will be built in the spirit of responsible tourism, underscoring our commitment to preserving and celebrating the natural heritage of Liberland. The promise to bring in more tourists and international visitors is certainly not an empty one, as proven the day after by the arrival of the "Train into the Unknown" delegation. This is an initiative that introduces travellers to unique destinations around the world. We were honoured to be selected as one of this year's stops, bringing around 200 people to explore Liberland itself. Upon their arrival, the visitors received a warm welcome in true Liberland fashion from our President and local settlers. This included a delightful lunch and welcome drinks, with vegetarian options also available. The guests had the opportunity to tour the key attractions in the northwestern part of Liberland, such as the Marina and Thomas Jefferson Square, where the new City Hall is under construction. They were treated to the splendid natural beauty of Liberland in spring, which we are dedicated to preserving even as our community grows into a full-fledged city. Multiple visitors reported really enjoying the experience. One said, “I didn’t know that such places still exist, and so close to home!” Another stated, “The food and the hospitality of the settlers were excellent, despite the conditions they live in. Croatian Government Still Harassing Settlers
Imagine a Croatian policeman trying to give you a parking ticket in Serbia or in some other country where they have no power. That's the kind of situation we're looking at here. Another significant legal obstacle is the imposition of entry bans on non-EU citizens. Liberland settlers have been facing some tough challenges lately.  These folks have big dreams and are peaceful, friendly, and law-abiding. They want to create jobs, bring in more services, and invest money in the area. Their goal is to make the entire Osijek-Baranja region thrive. But the welcome they've gotten from the police hasn't been warm or supportive. A number of problems have come up. And it's important to say that our settlers are taking these problems very seriously, working together with lawyers in Croatia and taking every legal remedy available to them. Still, It's not just one or two small problems. There's a big issue with how the Croatian police are treating them. This isn't what you'd expect in a country where laws are supposed to be followed and respected. Misdemeanours Trying to make Liberland a successful and independent place has hit a big legal wall: lots of misdemeanour accusations. These are minor legal troubles, like setting up camp where it's not allowed, digging in a flood plain or supposedly landing a boat in the wrong place, adding up to about 40 cases so far in Liberland.  The main problem is where these issues are happening: Liberland. This area, the focus of all their hard work, isn't supposed to be under Croatian police control. Imagine a Croatian officer trying to give you a parking ticket in Serbia or in some other country where they have no power. That's the kind of situation we're looking at here. For those who think they've been wrongly accused, there's a way to fight back by challenging these misdemeanour charges. This has been the approach for every case. It's important to remember that according to the law if you challenge a charge, you're considered innocent until the final decision is made. So far, none of the Liberland cases have been resolved, leaving everyone involved stuck in limbo but still officially innocent. This idea that you're innocent until proven guilty is a necessity if a country wants to call itself respecting the rule of law. The situation with Liberland puts this principle to the test. It shows how much we need a fair legal system that respects where borders are and protects people's rights - how much Liberland itself, which promises all this and more, is necessary if this can happen in a modern EU country. And this is, sadly, not all we have to report here. Banning Non-EU citizens The pursuit of establishing and developing Liberland encounters another significant legal obstacle, impacting non-EU citizens through the imposition of entry bans. These bans, applied under Article 56, paragraph 1 of the Law on Foreigners 133/20, cite the absence of valid reasons for staying in Croatia. However, this justification raises questions, especially when those affected present themselves as tourists or visitors without any undisclosed motives. The basis for this is that nearly "90 misdemeanours" are supposedly associated with activities in Liberland. However, this figure is not only false (way too high) but overlooks a critical aspect of the legal process: the objected misdemeanours are still under the presumption of innocence until a final verdict is reached. Croatian authorities are systematically ignoring this foundational rule of law principle. Moreover, non-EU individuals found in the vicinity of Liberland are being preemptively judged for intentions to commit misdemeanours, such as starting a fire or illegal camping, even in cases where no evidence, like camping gear, supports such intentions. This approach hints at a "pre-crime" strategy, where predictions of future offences lead to repressive measures even though the person did nothing wrong. This has also not been an occasional oversight, but thus far, no less than twelve non-EU citizens have been treated in this manner. This predictive punishment model not only strays from the essence of modern legal systems but also challenges the principles of justice and fairness. In a rule-of-law system, actions and intentions must be clearly defined and proven before any legal penalties can be imposed. We see that the non-EU people are most consistently affected because they are at the mercy of Croatia and have little practical international protection. They are, however, not the only ones to experience “guilty until proven innocent” in Osijek-Baranja. Banning EU citizens EU laws aim to create a uniform legal system across its member states, particularly in the treatment of foreign nationals. Among these laws, the Law on EU Citizens (66/19) stands out for providing significant protections and legal options for individuals, including ways to delay or contest decisions affecting their stay or potential entry bans. Yet, amidst these protections, Article 46, paragraph 7 of this law poses a stringent challenge. This part of the law, which is intended for handling severe criminal threats linked to activities like organized crime, terrorism, or drug trafficking, allows for swift and harsh measures. It essentially flips the standard legal presumption on its head, operating on a "guilty until proven innocent" basis in situations deemed critically dangerous to public safety and security. Activating this provision isn't straightforward. It requires solid evidence, typically a report from the Security Service about the person of interest. For Liberland, such a report exists but is a state secret, its contents unknown to those without a certain Croatian security clearance. Hence, the report is used in the process, but the accused can’t see its content!  This secrecy has led to the arrest and deportation of four individuals closely connected to Liberland, without them even being able to examine the evidence and know what exactly they did wrong that warranted their extreme sanction - deportation from Croatia for many years without a reasonably fast recourse. This has so far been the fate of four EU citizens: two government officials and two settlement coordinators. This reliance on Article 46, paragraph 7, and the secrecy surrounding the Security Service report brings up several pressing concerns: The application of extremely severe legal measures based on a presumption of guilt The use of confidential and secret documents to justify actions against individuals effectively leaving them defenceless and uninformed about the accusations they face The abrupt and unexpected nature of arrests and the imposition of long-term bans lasting up to five years These issues highlight a significant tension between the goals of public safety and the foundational principles of justice and individual rights. The current approach questions the balance of fairness, transparency and the right to contest legal actions. Exemplary Punishment Exemplary punishment is a hot topic in the world of law. It's when the punishment for wrongdoing is much harsher than what seems fair for the act itself. The main point of this tough approach isn't just to scold the person who did wrong but to send a strong message to everyone else. While some places allow this kind of harsh punishment, it's usually saved for really bold, dangerous, or harmful actions. Besides those EU citizens banned, which can certainly be called exemplary punishment, there were other cases where this was clearly applied. For example, one person from Liberland made a rude gesture at a camera by mistake, not knowing it was a police camera. Another person got into a heated talk with a police officer. Both times, these things happened in places where Croatian laws about misdemeanours shouldn't even apply.  The process was started very quickly, in stark contrast to how long our people have to wait to defend themselves from the false accusation described above or to make claims of criminal activity of those who objectively cause them harm. The person who made the rude gesture was accused of doing something really bad as if they had attacked the very heart of civil society. This seems way too extreme for just a rude hand signal. In both of these cases, the people in charge went for the harshest punishments possible, including banning these individuals from Liberland - 3000 euros, in one case for a middle finger shown at a camera, in another, a verbal argument.  This use of exemplary punishment raises big questions. Is it fair? Is it right to use such severe penalties for small missteps, especially when these actions happen outside of where Croatian laws about misdemeanours should even apply? These harsh reactions seem to be more about making an example out of people than fitting the punishment to what was actually done wrong.  Croatian Forestry The journey towards establishing Liberland continues to face significant hurdles, not just from legal and bureaucratic challenges but also from unexpected quarters such as the Croatian forestry department (Hrvatske šume). Despite having no rightful jurisdiction in the area, their actions have significantly impacted the settlers and representatives of Liberland. The most notable incidents include the unauthorized removal of a houseboat and the illegal raid and destruction of the initial settlement. These actions go beyond the realm of legal disputes, venturing into what can only be described as acts of unwarranted aggression and appropriation. Improving Relations Lately, we have seen that the Croatian police and other organs have not only been more civil and very professional but also no cases of the above have been reported within the last month. This may be significant. We are closely monitoring the situation and, of course, continue pursuing legal actions under Croatian Law for what had happened prior; still, if there is a way to start a completely new page of our relationship, one based on mutual trust and respect, we are wholly committed to making it happen, including giving up on grievances of the past. In Liberland, we always look towards the future and what we can build together in this beautiful land. Going through all this, the people trying to make Liberland happen are really showing how tough and determined they are. They've run into all kinds of roadblocks, but they're not giving up. Instead of being pushed away by these challenges, they're standing strong. Our people believe in what they're trying to do, and they're sticking with it. We’re all hoping that someday, everyone will see what they're about and respect their efforts and goals. We can then cooperate to make the region a better, more prosperous place.
Croatia’s Unlawful Raids on Liberland
Since late September 2023, the people of Liberland have been facing a tough time. Hrvatske Šume d.o.o., a state-owned company, has been coming into our area, claiming they're cleaning up trash. Hrvatske Šume d.o.o., a state-owned company, has been coming into our area, claiming they're cleaning up trash.  But what they call "trash" is actually our settling gear — perfectly good power generators, internet equipment, solar panels, kitchens with washing machines, and even locked bikes they broke open. They even took a whole houseboat, the Swan, from us. Croatia’s Law on Forestry, NN 68/2018, henceforth Law on Forestry, states in its Art. 45, paragraphs 3 and 4: (3) It is forbidden to dispose of waste in the forest. (4) Forest owners and other legal entities that use forests owned by the Republic of Croatia are obliged to remove waste from the forest and have the right to collect the costs incurred in connection with these activities from the person who deposited this waste in the forest and on forest land. Legal terms should be understood in their general meaning. What is waste disposal? It is the abandonment of property with the intention of never seeing it again, giving it up and letting it be. How then does Hrvatske Šume justify taking possessions that are clearly valued and guarded by their owners, even in the face of explicit objections and recorded evidence? This situation makes you wonder. How is it that Hrvatske Šume d.o.o. feels it has the right to do this? They point to a decision made by the Croatian Ministry of Agriculture, which basically says they're in charge of managing the forest area around us for ten years, starting in 2019. But if you dive into the legal documents they're using as their shield, things don't quite add up. The supposed legality of the decision to let Hrvatske Šume d.o.o. manage an area outside of Croatia is based on a spatial plan, namely the Forest Management Plan. Spatial plans are instruments described in the Croatian Spatial Planning and Construction Act, NN 153/13. This law as also the entire spatial planning is made under the important condition that “Spatial planning ensures the conditions for the use (management), protection and management of the land area (lit. prostorom, “(of) space”) of the Republic of Croatia and the exclusive economic zone of the Republic of Croatia” (exclusive economic zone is a maritime law term, not applicable on the land and the river). As to the Forest Management Plan, Art. 29 paragraph 1 of the Law on Forestry states: The Forest Management Plan (e.g. the spatial plan applicable to forests), its renewal or revision is approved by the Ministry by decision, for forests and forest lands owned by the Republic of Croatia at the proposal of a public forest owner, institution or legal entity, and for forests of private forest owners at the proposal of the Service. It is this article and paragraph (Art. 29 paragraph 1 of the Law on Forestry) to which the decision we are examining specifically refers, hence we see that, given that it is a decision of the Ministry, it is meant exclusively for Republic of Croatia-owned forests. Here's where it gets interesting: those laws say you can only make such plans for land that Croatia owns. But here's the catch—Gornja Siga, where we are in Liberland, isn't owned by Croatia. This isn't just us talking; it's a fact that's widely known and even accepted by the Republic of Croatia’s own government. You can check their own land registry online and see for yourself; Liberland-Gornja Siga isn't listed as Croatian land. Indeed, the Decision doesn’t even mention Gornja Siga by name, because that would be legally impossible. The people drafting this Decision evidently understood that mentioning it would be a legal impossibility or simply omitted it since it was clear to them that they can’t mandate management of something that Croatia doesn’t own. This detail is a game-changer because the law is clear: if Croatia doesn't own the land, then no forestry management plan should be covering it. It's like making plans for your neighbour's garden without asking them. So, any permission Hrvatske šume d.o.o. thinks it has to manage forests here in Liberland doesn't hold water legally. It's as if that permission never existed in the first place. So, what does this all mean? It means that not only is Hrvatske Šume d.o.o.'s so-called "trash removal" as such not OK—they aren’t removing disposed waste, but are stealing owned property—but their entire presence and everything they've been doing here is on shaky ground, legally speaking. They really shouldn't be here at all. We're not just going to sit back and accept this. Armed with this information, we're gearing up to challenge these actions and stand up for Liberland's rights. The road ahead might be tough, but we're committed to making sure our voice is heard and our community is protected. The quest for justice and our right to live peacefully in Liberland is just getting started.

Liberland's Transition to Elections: Advisory Politics
The following is a legal commentary regarding the upcoming launch of Liberland's Advisory Politics. On 13 February 2024, an exciting milestone will be reached for Liberland as its blockchain technology debuts on Coinstore, a renowned exchange platform popular in Asia and beyond. This launch coincides with the introduction of Advisory Politics, a concept that might need a bit of unpacking for those not yet in the loop. Liberland operates under the Articles of the Provisional Government, a set of temporary rules guiding the nation until the official Constitution is adopted through a public vote, or Referendum. The Articles declare:  "§1. The Articles of the Provisional Government of the Free Republic of Liberland shall constitute the supreme law of the Free Republic of Liberland until the constitution of the Free Republic of Liberland enters into force."  Simply put, these Articles and the Provisional Government will lead Liberland until a new Constitution kicks in post-Referendum, when what we currently call the "draft Constitution" becomes the law of the land. So, when will the era of the Provisional Government come to an end?  According to "§2. The Provisional Government shall be the only body responsible for the establishment and management of the Free Republic of Liberland until the Assembly is sworn in following the first General Election."  This means that once the Constitution is in place, setting the stage for general elections, an Assembly—or Congress, as referred to in the draft Constitution—will take shape. This Assembly will have the crucial task of selecting the Cabinet, marking the transition to a regular, established government. The Provisional Government's curtain call is precisely timed, as stated: "§3. The Provisional Government shall disband once the Assembly is sworn in following the first General Election." The disbandment will occur right after the Assembly is officially in place, following the inaugural General Election. What's the road map to this significant transition?  First, the Constitution needs to be enacted and operational, detailing the electoral process, the election system, and how the Assembly can form the new Government.  The Articles remain relevant for a while even after the Constitution is enacted, ensuring a smooth power shift without leading to chaos.  The final act—the Provisional Government's tenure ending—happens once the Assembly has successfully conducted the General Election and is ready to appoint the Cabinet. But here's a twist: the first General Election won't be happening right after 13 February 2024 or for some time after that.  Why? Because the Constitution, which outlines the framework for setting up a permanent government among other things, hasn't been adopted yet. Can the Constitutional Referendum precede the General Elections? Absolutely! This highlights the beauty of Liberland's republican system, where laws, including the Constitution, are directly voted on by the citizens, not just their representatives. Such a Referendum is essential before any Assembly formation to ensure clear delineation of powers and prevent chaos or tyranny. However, there's a caveat with the upcoming elections: only those who have successfully boarded themselves onto the blockchain will be able to participate.  On its face, this approach may not seem to align with the perceived universal and equal standards set by international law, as highlighted in documents like the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and the Venice Commission's Code of Good Practice in Electoral Matters.  What do those documents demand? Universality: General Elections should be accessible to the broadest body of citizenry possible. Will this be the case this February? No, only those who onboard themselves onto our Blockchain will be able to participate. Consequently, the upcoming elections may not meet accepted criteria for General Elections as per international and natural law, as well as the Articles of the Provisional Government. The Sun UK recently publsihed an article about Liberland titled "ENTER THE MATRIX: How a Virtual Island in the Metaverse Became a REAL Country with Bitcoin Currency and No Rules or Taxes". This article shines a light on our growing country. While it captures Liberland's spirit of innovation, some parts need more explanation. This article is our explanation. First, it's great that English points out our digital roots and use of cryptocurrency. This is a key part of our vision. However, saying we have "no rules or taxes" is a bit too simple. Yes, Liberland values personal and economic freedom, but we also have a legal system to protect rights and responsibilities. We focus on smart governance, not on having no governance at all. On being "a REAL country", Liberland's situation is indeed special. We're working on getting recognized internationally, and we're committed to becoming a fully functioning nation, building schools, homes, and more. The article mentions the early challenges Liberland faces, like issues with neighbouring countries. These are normal for any new nation and don't imply that our idea is flawed. President Vit Jedlicka gives 2024 New Year's speech
"We are technically fulfilling all criteria for a state, and this was achieved due to your enormous support as well as our diplomatic efforts", says Liberland President Vít Jedlička in his New Year's speech where he summarizes current developments. In his New Year's speech, Liberland President Vít Jedlička highlighted the achievements and the future plans of Liberland. He emphasized that Liberland has technically fulfilled all criteria for a state, supported by our diplomatic efforts and our own community. Notable advancements include the development of a large park and hotel and the establishment of houseboats for settlers and visitors. Liberland's diplomatic outreach, including a meeting with Croatian President Zoran Milanović, has been crucial.  The nation is developing an advanced justice and security system featuring blockchain technology. New representative offices in Washington DC, Mexico City, and Belgrade are strengthening international relations and business opportunities. The election of Liberland supporter Javier Milei as the President of Argentina is a historic moment for Liberland as well. The implementation of the Liberland dollar (LLD) and merit (LLM) on the blockchain, along with a modern governance system, marks significant progress.
